Can a commissioner change Joe Webb's eligibility to just a QB?

I'm in a league that heavily favors QBs and have people bitching about Webb playing as a WR eligible player. I guess they should of picked him up instead of being sore losers. Anyways, I'm playing the commish in the championship match. Can he make it so I can't use Webb at WR?
