How high can I have my hair for NJROTC?

I have a lot of hair to start off and I look really weird with no hair because of big ears and what not but I don't mind cutting my hair. Last week they told me my hair just should touch the collar ears of be in front of the eyes. Now they tell me it needs to be cut all the way down like a "military buzz cut" or something like that. My hair now has to be shaven and that's a lot but now they changed the rules for my hair so what's the real length my hair should be?
