California; Will the penny tax save us from the deficit?

What is the solution? Don't say throw out Mexicans! It's obvious there are too many illegals here. And that is not good. and sure we need better border security, yada yada.. and Mexico needs help killing the cartels...! But I want to hear some practical solutions to California's problems, Not bigotry.
