Can some of the exons of a frameshifted gene still be functional?

Yes but it depends on the gene in question i'm sure. If that particular exon (the first three that are correct) is incorporated into some sort of splice variant or if it's a common domain found in many proteins then yes. If it's unique (1 transcript=1 protein) then no.
