Is it proper to point out to someone that their clothing is ill fitting, in a work environment?

Thoughts? how about she was the skinny center of attention in school and packed on a couple pounds and now no one is interested in making her the center of attention, so she dresses like a slut to get it. and whining is the other side of that same coin...
